BSP Memorandum M-2026-023 prohibits VASPs from listing or supporting privacy virtual assets

Post by MoneroLedger »

On 5 June 2026, Deputy Governor Lyn I. Javier of the Bangko Sentral ng Pilipinas signed Memorandum No. M-2026-023, addressed to all virtual asset service providers. The memorandum states: “The offering of anonymity-enhancing VAs, otherwise known as privacy VAs, is prohibited from being listed/supported by VASPs.” It is issued “for guidance and strict compliance,” under the VASP guidelines in Section 161-M of the Manual of Regulations for Non-Bank Financial Institutions.

The memo does not name a coin. It bars a BSP-supervised VASP from listing or supporting an anonymity-enhancing virtual asset. A privacy coin is not reachable through that licensed rail. The memorandum does not say anything about holding one outside a VASP.
